Go to your profile.

Take the link of the picture and post it in the Signature section if you scroll down alittle bit when your in the profile section. make sure you have "[img]PUT%20YOUR%20PICTURE%20IMAGE%20HERE[/img]

scroll down alittle bit further and check off the option where it says allow HTML, and your all set!

Yeah, and to upload avatars, you just go into your profile, and then in the avatar section, upload your avatar, and click save. Then your avatar will appear!
